After the Bay of Pigs fiasco, the architect of Camelot decided President Eisenhower was wrong about not fighting a land war from a great distance, France's recent experiences notwithstanding. He also felt the USA needed to make a statement about living up to his expectations as expressed in his Inauguration Speech.
That meant it should be seen to fight for freedom pretty much anywhere, anytime, a legacy which somehow has managed to pass like a great kidney stone all the way to the other side of the house.
There are good reasons why the intelligence community won't tell the National Security Advisor squat. There is a danger it will get through to the President's ear.
When the self-titled "Vulcans" sat down to plot out Gee Dub's path into the White House, Gee Dub himself wasn't even included.
